Human Resources And Payroll Support

This position provides support for assigned county human resource and payroll functions.

Job Duties
  • Conducts the bi-weekly payroll process for the county. Works with the Assistant Director of Human Resources to ensure the accuracy of employee pay.
  • Processes all employee changes in the HRIS system. Reconciles all employee deductions, used leave, and pay amounts to ensure accuracy.
  • Reviews, validates and corrects employee timecards, uploads timecard information to the HRIS system and verifies the data is accurate. Runs payroll reports and checks and disburses accordingly.
  • In the HRIS system, creates and manages employee records, including rate-of-pay, leave accrual schedules, longevity and step increase schedules, benefit deductions, garnishments, tax withholdings, etc.; updates state and federal tax withholding tables, IPERS withholding rates, and unemployment rates.
  • Examines and audits payroll records and reports for accuracy; responds to inquiries and assists county employees with payroll claims.
  • Respond to employee questions regarding pay and other payroll-related issues.
  • Stays current in areas pertaining to payroll, wage, tax and pension requirements, laws and regulations, as well as personnel policies.
  • Manages and process all claims for the HR Department.
  • Assist with the on-boarding and off-boarding of employees including but not limited to: assist with new employee orientation as needed, preparing and processing paperwork, saving forms in employee files and/or conducting exit interviews.
  • Manages and updates the information and forms on the Human Resources website and employee intranet.
  • Updates employee job descriptions and performance reviews.
  • Assists with the annual employee wellness fair.
  • Manages and administers the employee service award program.
  • Assists in updating and maintaining employee files and staff directory.
  • Performs related duties.
Qualifications

EDUCATION/EXPERIENCE

  • Bachelor's Degree in Human Resources or related field.
  • One to two years of progressive work experience in the HR field.

KNOWLEDGE/SKILLS/ABILITIES

  • Knowledge of human resources management principles, practices, and procedures.
  • Knowledge of relevant local, state and federal laws.
  • Knowledge of current employment and tax laws.
  • Knowledge of county payroll policies and procedures
  • Knowledge of computers and job-related software programs.
  • Skill in problem solving.
  • Skill in mediating and resolving disputes.
  • Skill in prioritizing and planning.
  • Skill in interpersonal relations.
  • Skill in oral and written communication.
Supplemental Information

PHYSICAL REQUIREMENTS/WORK ENVIRONMENT

  • The work is typically performed while sitting at a desk or table or while intermittently sitting, standing, or stooping. The employee occasionally lifts light objects.
  • The work is typically performed in an office.
  • Eligible to telecommute with the approval of the Director of Human Resources.
