Job Summary
This position is located in the Department of Health (DOH). DOH promotes health, wellness, and equity across the district, and protects the safety of residents, visitors, and those doing business in the nation's capital. This position is located in the Department of Health, DC Health's Environmental Health Administration (EHA), Rodent and Vector Control Division. The Rodent and Vector Control Division has the primary responsibility for performing work involved in the control and prevention of rodent infestations, mosquitos, bees, wasps, ticks and other public health pests that transmit disease to humans. In addition, is responsible for enforcing the rodent control and nuisance regulations on residential and commercial properties in the District, thus protecting the public health and safety of the residents and visitors.
Major Duties and Responsibilities
As the assistant to the Program Manager of the Rodent and Vector Control unit, exercises the full range of supervisory authority over the Rodent and Vector Control Division. Directs the work for their staff; plans work schedules and sequence of operations to assure the flow and distribution of work and the expeditious handling of priority work; coordinates projects with other organizational components of the Department; reviews the work of subordinates; explains work requirements, methods, procedures, policies and practices; keeps employees informed of management goals and objectives; resolves problems; evaluates employees; interviews candidates for vacant positions in the office and recommends and selects applicants; handle grievances; approves and disapproves leave; take disciplinary action; recommends promotions; reassignments, other status changes of assigned employees. Assists Program Manager as required in developing adequate planning and scheduling methods and reviews Division operations periodically to assure that the planning and scheduling systems are maintained and effective. Participates in the development of the Division's annual budget submission as related to the programmatic areas under the direction of the Program Manager. Continually assesses the status of approved program goals and takes managerial action to provide for increased efficiency and effectiveness of operations, to reduce costs, and to improve program coordination. Incumbent is a fully participating technical advisor in all, or almost all, significant management planning, policy and decision-making actions and in the absence of the Program Manager has direct line authority over all personnel and work operations for which the Program Manager has been assigned. Develops and/or maintains planning tools, such as automated databases, reporting requirements, and review/evaluation techniques. Recommends changes to the Divisional planning processes to enhance planning effectiveness.
Coordinates and conducts surveys, outreach, abatement and related enforcement field activities. These activities involve the extermination of rodent infestations, mosquitos, bees, wasps, ticks and any other public health pests that transmit disease to humans. Employee provides education to District residents and business owners, survey's pesticides and enforcement procedures to abate infestations. Monitors the activities of Code / Rodent Inspectors to ensure timely and appropriate enforcement of District of Columbia and federal statutes and regulations applicable to the Rodent and Vector Control Division. Ensure timely and appropriate cooperation of Rodent and Vector Control Division staff with General Counsel throughout the DC Health civil infractions process, in cooperation with the Program Manager. Conducts continuing review of existing District of Columbia and federal statutes and regulations applicable to the Code Enforcement Division to determine the need for new regulations or statutes or amendments that will enhance the enforcement activities of the Division, and recommends new regulations and amendments as necessary and appropriate. Discuss recommendations with Program Manager. Maintains certification and licensing of him or herself by consultation with the Toxic Substance Division, Department Of Energy and Environment (DOEE). Obtains and keeps current licenses with the Division and carries a certified applicator identification (1.D) card at all times during business hours. Trains Rodent and Vector Control Division staff in investigative techniques, information gathering, and documentation of supporting evidence, with the assistance of the Program Manager. Reports any discrepancies, losses or damage to: supplies, cell phones, safety equipment, application equipment or vehicles to the Program Manager. Completes work assignments by assigned Ward or other geographical areas to assist the team of Rodent and Vector Control Division staff and adjusts schedules and assignments each day to assure work is completed within a maximum 3-day time period. Provides data on quantities and type of pesticide products, application equipment and safety equipment including uniforms needed to immediate supervisor. Represents DC Health and the Division at public meetings, cross-training programs for other District government staff. Maintains a current and accurate accounting of vehicle usage, maintenance and monitor repairs to assure they are made in a timely manner. This includes completing accident reports or field vehicle breakdowns.
Qualifications and Education
Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, applicants must have one (1) year of specialized experience equivalent to at least the next lower grade level in the line of progression.
Preferred Experience: At least 3-5 years of management experience in a rodent inspector setting.
Licenses and Certifications
Must be certified in category 7-A, E and 8 (general pests, rodent control and public health) or other categories as deemed necessary as stipulated by the regulatory program in DOEE (Pesticide Operations Act and the District of Columbia Municipal Regulations Title 20 Chapters 22-25.) Incumbent must have at least 2 years of experience in pest control operations in a public or commercial program and supervisory experience. Must have a valid driver's license.
Working Conditions / Environment
The incumbent must be able to carry out official duties in a variety of settings and conditions. Routine work will occur primarily in an office setting.

Duration of Appointment: This is a Management Supervisory Service (MSS) appointment. Persons appointed to MSS positions do not acquire permanent status but serve at the pleasure of the appointing personnel authority and may be terminated at any time.

Report to work, and/or remain at work, in order to carry out responsibilities outlined in the Critical Operations Essential and Emergency Designations section shown above.
Remain at their duty station, or alternate work location (approved by their supervisor) when a situation or condition arises and results in the declaration or announcement of an early dismissal for non-essential/non-emergency employees.
Report to their duty station on time and as required when a situation or condition occurs which results in a declared emergency resulting in a late arrival or unexpected closing of District government offices for non-essential/non-emergency employees.
Position Designation: This position has been designated as Safety Sensitive. Pursuant to section 410 of Chapter 4 of the D.C. Personnel Regulations; in addition to the general suitability screening, individuals applying for or occupying security sensitive positions are subject to the following checks and tests:
