Job Summary
Job Summary:
This position exists to facilitate the acquisition of goods and services, college-wide, through Saint Paul College Databases. The position also facilitates the development of consultant, professional, and technical services contracts by following established procedures in arranging for supplies and equipment requisitioned by state agencies, and the implementation of contracts that maximize the use of financial resources while complying with MN Statutes and MnSCU Board Policies.
Job Duties:
- Manage the college purchasing/procurement operations, to ensure compliance with the college's fiscal responsibilities and state/federal/MnSCU rules, regulations and policies.
- Prepare all contracts for the college working in conjunction with, and in compliance with the AG's Office and MnSCU's Office of General Council.
- Perform other duties as assigned to ensure the smooth functioning of the department and maintain the reputation of the organization as a viable business partner.
Minimum Qualifications
- 2 years direct experience working with purchasing/contract management.
- Generally Accepted Accounting Principles (GAAP) knowledge and experience sufficient to analyze, interpret, and prepare financial information, records and reports, locate errors, and recommend solutions to procedural and other fiscal problems.
- The ability to effectively work with and communicate with all individuals in a broad range of circumstances.
- Communication skills sufficient to open and maintain effective and positive vendor relationships.
- Computer skills sufficient to effectively manage purchasing requirements software including the Microsoft Office package, Outlook and the basic principles, practices and techniques of database management.
- Ability to read, comprehend and train on a variety of materials including Minnesota Statutes and procurement policies and procedures.
- Ability to organize and prioritize tasks to ensure timely completion and handle multiple projects simultaneously with accuracy and a strong attention to detail.
Preferred Qualification
- Bachelor's degree in Accounting, Business Administration, Finance, Public Administration or related major;
- Knowledge of a state level contract and procurement platform such as Marketplace or state financial management system (SWIFT) or similar purchasing and procurement platforms sufficient to create, post and award events, create and modify contracts, and create and monitor encumbrances;
- Knowledge of State of Minnesota and MinnState statutes, policies and procedures as they relate to contracts, amendments, budgeting and expenses;
- Experience writing and executing construction and service contracts.
