The mission of the (OOE) is to work in authentic and collaborative partnerships within County government; with Black, Indigenous, and communities of color; and with community members who are disproportionately impacted by systemic inequities to:
- Recognize and disrupt systemic harm,
- Redesign structures and direct resources towards healing, liberation, and belonging,
- Build transparency and accountability in County institutions, policies, and culture.
About the Position
As an extra-help Racial Equity Programs Analyst, you will collaborate with the County Equity Manager to implement the County of Sonoma's Racial Equity Action Plan (REAP). In this role, you will support the administration and implementation of the program, oversee contractors involved in REAP related work, and develop and deliver presentations on the work of the OOE and REAP. In addition, this position partners with County departments to provide technical assistance for Countywide REAP implementation to help identify and support creative solutions to racial equity work challenges. Additional responsibilities include:
- Supporting countywide REAP implementation by applying the Anti-racist Results-Based Accountability (AR-RBA) framework
- Coordinating and facilitating meetings with program partners
- Participating in the facilitation of healing spaces
- Co-creating and documenting REAP processes
- Compiling and analyzing data to draft reports and presentations
- Communicating with key partners and stakeholders who hold different positionality within the organization at the management level
- Performing administrative tasks relating to the implementation of REAP
- Supporting other Office of Equity programs and functions

- Excellent organizational skills, and the ability to create tools and methods for staying on track
- Training or certification in Anti Racist-Results Based Accountability data collection and analysis tools to support effective program performance evaluation is highly desired
- A positive mindset, patience, and a sense of humor is a plus!
Extra-Help Employment
Extra-help employees relieve or augment permanent staff. Temporary, extra-help employees are not in the classified civil service and do not have property rights to permanently allocated positions. In addition, they do not receive most employee benefits such as long-term disability insurance coverage, accrual of vacation, participation in the County retirement program, or eligibility to take promotional examinations. Temporary, extra-help employees are limited in their employment to a maximum of one calendar year. These employees must be off of work for three months before they can be re-employed on an extra help basis. Extra-help employees who meet the eligibility requirements may qualify for a County contribution toward medical coverage.
The OOE is currently recruiting to fill an extra-help Racial Equity Programs Analyst position. This employment list may also be used to fill future extra-help (temporary) positions as they occur during the active status of the list. The formal title for this position is Department Analyst.
*Salary is negotiable within the established range.

Minimum Qualifications
Experience: Work experience which would provide an opportunity to acquire the knowledge and abilities listed. Normally, one year of full-time professional level staff experience related to general administration, accounting, budgetary analysis, or human resources work including research, analysis, and preparation of written reports and recommendations would provide such an opportunity.
Education: Any combination of course work and training which would provide an opportunity to acquire the knowledge and abilities listed. Normally, academic course work in public administration, business administration, management, accounting, political science, economics, statistics, English composition, psychology or closely related courses would provide such an opportunity.
License: Possession of a valid driver's license at the appropriate level including special endorsements, as required by the State of California, may be required depending upon assignment to perform the essential job functions of the position.

Knowledge, Skills, and Abilities
Working knowledge of: principles and practices of business and public administration as pertinent to area of assignment; principles, practices and political implications of decisions regarding budgeting, fiscal management, human resources and contract management; principles and methods of work planning, staffing analysis and project management; techniques and practices of research methodology, data collection, and analysis; report writing; application and use of basic statistics; the use of electronic information equipment and specific systems as used within the department.
Knowledge of: operations and functions of county government and the structure and function of the assigned department; modern supervisory management and human resources practice; modern office methods and procedures.
Ability to: plan, organize, and conduct research, analysis and statistical studies related to the various aspects of administration, budget and general management matters; collect, compile and analyze qualitative and quantitative data; review and implement changes in work methods, systems and procedures; understand, interpret and explain laws, regulations and policies governing program operations; prepare budgets, grant applications, service contracts and complex narrative and statistical reports; communicate effectively orally and in writing, and present conclusions and recommendations before advisory and policy bodies; establish and maintain effective working relationships with management, employees, clients, and the public in carrying out sound management policies; understand program objectives in relation to departmental goals and procedures; organize and prioritize work assignments; persuade, examine, and project consequences of decisions and/or recommendations; analyze administrative problems and budget requests; use of electronic information equipment and specific systems as used within the department; effectively supervise the work of technical and office support staff.
