Basic Purpose of the Job
Under general direction, implements and manages a variety of environmental and regulatory testing and compliance programs. Coordinates the activities of and enforces regulations in the city's cross connection control, sewer use regulations, State and Federal drinking water regulations and other environmental and regulatory programs to ensure that commercial/industrial users do not discharge hazardous or toxic substances to the City's sanitary sewer or water distribution systems. Serves as the point of contact for the Utilities department environmental issues and as liaison between department and local, state, and federal regulatory agencies. Works with Utilities Director to complete regulatory reports and investigate environmental and water quality issues.
Essential Functions:

- Assist Leadership in compiling environmental compliance and regulatory reports.
- Perform inspections of industrial and commercial facilities to ensure compliance with local state and federal regulations.
- Perform sampling and data collection of water and sewer systems as needed for regulatory compliance and operational information.
- Collect and analyze pressure and flow data to identify recommended changes and improvements in operating processes and settings.
- Manage Environmental compliance programs, potentially including Industrial Pretreatment Program, Cross Connection Control Program, Grease Trap Inspection Program and similar environmental compliance programs.
- Investigate issues and recommend changes in operating parameters and procedures.
- Evaluate sample results and data to determine if results are within regulatory parameters. Report findings to appropriate staff, customers and/or regulatory agencies.
- Compile reports and organize system records to meet regulatory requirements.

Job Requirements:
- Bachelor's degree in Engineering, Environmental Science, Biology or Chemistry, Business Administration, Project Management or related field and 2 years of field experience performing inspections, conducting sampling, etc.
- Two years experience with domestic water, and industrial wastewater treatment and/or regulatory compliance.
- The City will consider an appropriate combination of education, training and experience that results in comparable knowledge and skills.
- Knowledge and understanding in hydraulic and biological treatment processes and engineering principles.
- Knowledge of the principles, practices, methods and equipment used in wastewater treatment, water quality sampling and regulatory compliance programs.
- Strong understanding of mathematics and science preferred.
- Ability to read and interpret technical material.
- Strong customer service skills are essential, with the ability to develop and maintain a good rapport with the general public, industrial and commercial customers, and regulatory agencies.
- Strong understanding and ability to use Microsoft Office products, including Excel, Word, and PowerPoint.
Licensures & Certificates (must be active and current.):
- Current Colorado driver's license with acceptable record.
- Water Distribution Operator II and Wastewater Collection Operator II, or Wastewater Treatment Operator Certification within 1 year.
- Traffic control Flagger certification required within 6 months.
- CCWP Level 2 Certifications in Water Distribution and Wastewater Collection within 1 year.
- Backflow tester required within 1 year.
Physical Requirements and Work Environment:
Moderate to strenuous physical work requiring ability to lift a maximum of 50 pounds; frequent lifting, carrying, walking and standing, hand/eye coordination for operation of personal computer; vision for reading and preparing written reports and documents; frequent speech communication, hearing and listening to maintain communications with employees and citizens. Frequent outside work, with exposure to outside elements. Requires driving and walking during inclement weather. Occasionally is required to climb or balance and stoop, kneel, crouch, or crawl. Position will have frequent exposure to hazardous materials and waste, and will have frequent exposure to electrical and mechanical equipment, and airborne particles.
