Civil Rights Case Manager

Compliance and Risk Services (CRS) serves the University, its mission, and its community by providing enterprise-wide leadership and professional expertise and services relating to key compliance areas and risk management. The Civil Rights Compliance Office (CRC) within CRS is responsible for compliance with civil rights laws and University policy. Federal and state laws collectively prohibit discrimination based on protected characteristics, including age, citizenship, disability, national origin or shared ancestry, race, sex, gender, veteran status, and more.

Under the direction of the Manager of Intake & Support, the Intake Specialist and Case Manager (hereafter "Civil Rights Case Manager" or "Case Manager") performs intake and case management of concerns reported to CRC involving discrimination and harassment based on protected characteristics, and sexual misconduct, and offers support and accommodation related to pregnancy and related conditions.

The Civil Rights Case Manager provides support to UW students, employees, and others participating or attempting to participate in UW activities by explaining complaint processes and alternative resolution options; offering, facilitating, and documenting supportive measures; and offering, facilitating, and documenting pregnancy accommodations and adjustments. The Case Manager also maintains contact with and supports individuals participating in civil rights investigation or resolution processes. In addition, the Case Manager collaborates on outreach and education efforts, represents CRC on committees and at University events, and provides other programmatic support.

Position Responsibilities

  • Review and respond to reports received via an online report portal, from SafeCampus, or direct outreach by process partners, other employees, students, or members of the public
  • Assess each report to identify immediate safety or urgent response needs and triage as needed
  • Provide outreach and support to the reporter, complainant, and/or respondent by offering supportive measures and resources, and explaining complaint and adjudication processes,
  • Identify appropriate supportive measures such as workplace adjustments, housing or academic support, no-communication directives, and other solutions, as appropriate; facilitate specific supportive measures with UW departments, offices, and process partners
  • Offer and facilitate adjustments and accommodations for students and employees experiencing pregnancy and related conditions
  • Assess for additional compliance obligations or necessary action by the University

Case Management and Coordination of Supportive Measures & Adjustments (35%)

  • Maintain communication with concerned parties as needed to provide support, resources, updates, and help with determining the next steps
  • Identify opportunities for initial inquiry or informal problem-solving when appropriate
  • Facilitate referrals to University resources such as SafeCampus, confidential advocates, respondent resources, DRS/DSO, Ombuds, human resources, and counseling resources
  • Coordinate with process partners and ensure that appropriate follow-up occurs; handle non-routine follow-up based on individualized situations
  • Manage and coordinate ongoing supportive measure requests as individuals' needs may shift throughout a case
  • Facilitate appeals related to supportive measures and pregnancy adjustments
  • Identify allegations when a report may be referred for an investigation or other resolution process, and liaise with investigation and hearing teams as appropriate
  • Participate in case closure reviews and provide recommendations for process improvements
  • Establish, cultivate, and maintain effective working relationships with related UW partner units and organizations at all UW locations

Data Management/ Reporting (15%)

  • Maintain up-to-date, accessible, and accurate case management records for all reports received. This includes timely creation, update, and closure of cases in the case management system, and entry of relevant case notes and documentation for Clery reporting.
  • Assist with compiling data for compliance-related reports; prepare case management data quarterly and Clery reporting data monthly; assist in regular data analysis in preparation for the Civil Rights Biennial Report
  • Create and monitor case files, ensuring completeness and compliance with internal file retention schedules
  • Generate clear and concise reports to assist the leadership team in identifying and responding to patterns and trends

Prevention and Education Support (5%)

  • Assist with developing content for websites, brochures, educational programs, and related materials
  • Maintain a directory of community resources available to students and employees
  • Work closely with the Education and Communications Team to develop educational and consultative training content and delivery plans
  • Present information and communicate with individuals and groups regarding policies, procedures, protocols, and activities, as the situation requires
  • Meet with University leaders, student leadership, and other entities as requested
  • Represent CRS on committees and in other forums, occasionally on weekends or evenings

Requirements:

  • Bachelor's degree in social work, public administration/policy, education, or related field and four years of accumulated professional experience
  • Equivalent combination of education and experience may substitute for a degree while also demonstrating comparable knowledge and skills
  • Excellent verbal and written communication skills
  • Experience managing multiple caseloads, concerns, and priorities effectively
  • Ability to remain poised, consider all perspectives/viewpoints, and interact effectively with people in a positive manner that engenders confidence and trust
  • Ability to handle highly sensitive matters with discretion and good judgment
  • Demonstrated experience in working on diverse groups and teams; respects, values, and contributes to Compliance and Risk Services and the UW's commitment to diversity, inclusion, and equity

Desired:

  • Experience working in higher education
  • Experience working in human resources
  • Experience with or in case management, student conduct, behavioral teams, human resources, investigations, healthcare, disability services, or conflict management
  • Disability etiquette and awareness, an understanding of how to work with people with a variety of abilities Universal Design elements
  • Familiarity with laws, regulations, policies, guidelines, and administrative practices related to Title VI, Title VII, Title IX, EEOC, ADA, and Clery/VAWA
  • Primary prevention or response experience in the areas of discrimination, harassment, and violence
  • Experience in threat assessment including knowledge of threat assessment concepts, models, and/or instruments
  • Working knowledge of and experience with data management software, specifically Symplicity Advocate
  • Experience providing public presentations or group training

Compensation, Benefits and Position Details

Pay Range Minimum:

$69,720.00 annual

Pay Range Maximum:

$95,004.00 annual
