Operations, Maintenance and Training Programs Support Consultant

ProSidian seeks a Operations, Maintenance and Training Programs Support Consultant - GSSC to support an engagement for the US Dept. of Energy (DOE) Hanford in the Government, Public Sector and Infrastructure (Nuclear and Environmental) Sector experience (functional area experience also ideal) Industry Sector - SCA Code: N/A.

This service supports with relevant Government, Public Sector and Infrastructure (Nuclear and Environmental) Sector experience (functional area experience also ideal) Sector clients and ProSidian Team Members work as part of the Engagement Team Cadre to support requirements for The Department of Energy (DOE), Hanford Site, Waste Treatment and Immobilization Project (WTP) Commissioning, Maintenance and Operations Division (COD).

Oversight of operations procedure and procedure development programs to include the following:

  • Standard Operating Manuals.
  • Alarm Response Procedures.
  • Abnormal Operating Procedures.
  • Emergency Operating Procedures.

Oversight of contractor activities to prepare for and operate the WTP including:

  • Procedures are established.
  • Individuals are appropriately qualified.
  • Staffing is adequate and allocated appropriately.
  • Systems can adequately support operations.

Coordination of identified issues with ORP engineering, regulatory, and other support staff.

Assessment report and technical report writing.

Work shall be conducted during the core hours of 0900-1430 during the work week. Deviations from the core hours shall be requested to the Task Order Contracting Officer Representative and Task Order Technical Monitor and approved by the Task Order Contracting Officer.

Operations, Maintenance and Training Programs Support Consultant - GSSC Candidates shall work to support requirements for PR0093E FY22-SB101 Waste Treatment and Immobilization Operations, Maintenance and Training Programs Support Constant Swim Lanes and

Deliverables shall be accomplished in accordance with the directions provided by the COD Director. All deliverables will be processed through the COD Project Lead prior to internal and/or external publication and availability.

  • Participation in weekly coordination meetings.
  • Document oversight to identify compliance deviations (adverse conditions) and opportunities for improvement that were observed in accordance with ORP management system procedures.
  • Oversight of procedure program development as well as execution of operations procedures.
  • Participate on Integrated Project Teams (IPT) as requested.
  • Perform physical inspection walkdowns of the plant to ensure proper care and custody of equipment and to ensure the equipment will support operations.
  • Identify barriers to safe operations.
  • Perform and document program reviews.

Qualification requirements include consecutive employment in a position with comparable responsibilities within the past five (5) years, ability to use a computer to communicate via email; and proficiency in Microsoft Office Products (Word/Excel/PowerPoint) and related tools and technology required for the position.

Education requirements include a BS/BA degree in engineering, science, or business management, or alternatively, an accredited high school certificate plus 8 years of specialized experience in engineering, science, or business management, in addition to the requisite experience. MS/MA or PhD degree in a relevant field is considered to be 2 and 5 years of experience, respectively.

Experience requirements include fourteen (14) years of directly applicable experience as a senior executive or consultant interfacing and working with organizational executives and senior management, or senior technical or business individuals, in government or industry on strategic, management, technical, or business issues. Professional career that demonstrates a steady progression of promotions and positions assuming greater responsibility.

Knowledge of the following DOE Orders/Standards:

  • DOE O 422.1, Conduct of Operations.
  • DOE O 433.1B, Maintenance Management Program for DOE Nuclear Facilities.
  • DOE O 426.2 Training, Qualification, and Certification Requirements
  • Experience overseeing or performing operations, maintenance, training programs or processes in a nuclear facility.
  • Must be a U.S. Citizen.
  • Excellent oral and written communication skills (This employer participates in the e-Verify program)
  • Proficient with Microsoft Office Products (Microsoft Word, Excel, PowerPoint, Publisher, & Adobe)
  • All ProSidian staff must be determined eligible for a "Facility Access Authorization" (also referred to as an "Employment Authorization") by the USG's designated Security Office.

  • Must be able to submit to and qualify for varying levels of background investigative requirements, up to a Top Secret or DOE "Q" clearance.

Occasional travel may be required to attend meetings, events, site visits, or other training requirements. Travel is coordinated with the technical point of contact and approved in writing by the Contracting Officer in advance, in accordance with Federal Travel Regulations.

Work shall be conducted at or in proximity to The Hanford Eastern Washington (Tri-Cities - Kennewick | Pasco | Richland) Area.
