Description
Under the general direction of the Community Development Director, this employee performs a variety of routine and complex administrative, technical, and professional work related to the administration and enforcement of land use, zoning, and subdivision regulations and related municipal plans and policies. It is distinguished from the Zoning Technician position because it involves professional-level duties and judgment, and fewer routine administrative tasks. The Planner I position would not have any immediate supervisory responsibilities, although this position does provide extensive support to other staff in the Community Development Department and to other departments on development related activities. This position receives general supervision and direction from the Community Development Director.
Examples of Duties
Perform a variety of routine and moderately complex administrative, technical, and professional work related to the administration and enforcement of land use, zoning, and subdivision regulations and related municipal plans and policies, including institutional controls for the National Zinc Overlay District (NZOD) and design guidelines for the Downtown Redevelopment District.
Act as liaison to the City Board of Adjustment (BOA), and as assigned by the Community Development Director, act as an assistant liaison to the City of Bartlesville Planning Commission (CPC), Park Board, Downtown Design Review Committee, Transportation Committee, the Bartlesville Redevelopment Trust Authority, and other formal or informal groups or organizations as assigned by the Director.
Assist in the preparation of planning studies, reports, programs, and projects and responds to public inquiries on a broad range of topics related to planning, land use, zoning, and development. Perform data research and analysis and prepare related staff reports.
Provide staff support to the Community Development Front Counter which provides a wide variety of services to the community and general public concerning private development and construction activities; Provide information to the public and answer general questions on zoning regulations (including land uses, bulk regulations, mobile homes, home occupations, nonconforming uses, fences, signs, accessory buildings, pools), subdivision of property, institutional controls for the NZOD area, and design guidelines for the Downtown Redevelopment District; Assist in resolving citizen and customer issues and concerns.
Provide information on permitted land uses as per zoning regulations and issue Zoning Compliance Certificates and Zoning Confirmation Letters.
Interpret and apply applicable state, county, and local codes, ordinances, and regulations; Initiate actions necessary to correct deficiencies or violations of such codes, ordinances, and regulations; research and draft codes, ordinances, and regulations.
For development proposals requiring CPC or governing body review, coordinate site plan and subdivision review with all related City departments and outside agencies as necessary.
Review, analyze and evaluate development proposals, including plats, permits, site plans, variance requests, special use permits, and rezoning for conformance with codes, plans, and regulations; schedule and lead pre-development meetings with developers and development project proponents; Make verbal presentations of cases at public meetings as requested.
Review and approve CPC deed stamps, and applications for a lot line adjustment and lot combination.
Process all requests to the Bartlesville Board of Adjustment, including preparation of written detailed case report and verbal presentation of such reports at all meetings; Responds to all questions and requests from the Board of Adjustment.
Review, interpret, comment upon, and approve site plans submitted for construction review to ensure compliance with zoning and subdivision regulations, institutional controls, and design guidelines, perform field inspections to gather data relevant to the development review process and/or to verify that development projects comply with approved plans.
Assist in municipal short range and long range planning projects; Assist with decennial Census program as requested.
Assist with community development grants as assigned by the Director.
Attend, participate in, and direct where requested, a variety of daytime and evening meetings related to planning and development.
Perform other related duties as assigned.
Typical Qualifications
Bachelor's degree in Urban Planning or a closely-related field, with an emphasis in environmental, transportation, current or long-range planning, or land use, is preferred; two years of progressively responsible related experience; or any combination of education, training and experience which provides the required knowledge, skills, and abilities as further set forth herein to perform the essential functions of the job.
Required Licenses, Registrations, and Certifications:
Valid State vehicle operator's license.

Technical Knowledge and Skills:
- Well-developed knowledge of planning principles and practices, including land use, development, zoning and subdivision of land
- Knowledge of one or more planning specialization, such as affordable housing, transportation, or environmental planning
- Knowledge of principles, methodology, practices of research and data collection
- Ability to read blueprints, topographic maps, and planimetric maps
- Knowledge of courthouse records, including county clerk, assessor, and treasurer records, and land identification methods
- Ability to review plans and plats and apply provisions of the ordinances and codes to determine compliance with such regulations and to apply regulations to field conditions
