Seasonal Laborer

The Seasonal Laborer performs essential manual labor and maintenance duties in support of departmental operations. This temporary position provides support to the Public Works Department and assists with a variety of projects that serve the community. Work is performed primarily outdoors and requires the ability to safely perform physically demanding tasks in a variety of weather conditions. Incumbents should demonstrate a strong work ethic, a commitment to safety, and the ability to work cooperatively with supervisors and team members in a team-oriented environment.

Job Duties:

  • Assist regular employees with various miscellaneous tasks on an as needed basis
  • Responsible for daily area set-up and preparations for normal operations and special events.
  • Responsible for daily maintenance and clean-up of grounds and facilities as well as other assigned areas.
  • Assist with a variety of tasks requiring manual labor such as painting, hand digging, landscape installation and maintenance.
  • Load, unload, lift, and move materials, tools, and equipment.
  • Operate hand tools and small power equipment in a safe and effective manner.
  • Water, mow, weed, and trim landscaped areas consisting of bushes, trees, flowers, shrubs and lawns; rake leaves and clear debris from walkways, fields, and courts.
  • Pick up trash and remove litter from city parks and grounds.
  • Clean restrooms and empty trash receptacles.
  • Support traffic control operations by placing and removing cones, barricades, and signage.
  • Clean and maintain tools, equipment, vehicles, and work areas.
  • Transport self, coworkers, tools, and equipment safely between department facilities and job sites, following all traffic laws, safety policies, and department procedures.
  • Follow all safety policies and procedures; wear required personal protective equipment (PPE).
  • Report unsafe conditions, hazards, accidents, or equipment issues to a supervisor promptly.
  • Provide courteous and professional interaction with coworkers and members of the public.
  • Perform other duties as assigned to support departmental needs.

Knowledge, Skills, & Abilities:

  • Basic knowledge of safe work practices and occupational safety procedures.
  • Knowledge of common hand tools and small power tools used in maintenance and construction work.
  • Basic understanding of workplace hazard recognition and reporting.
  • Familiarity with general maintenance, groundskeeping, or construction methods.
  • Awareness of proper lifting techniques and injury prevention practices.
  • Skill and ability to effectively operate equipment such as vehicles, mowers, blowers, weed eaters, pressure washers and power tools
  • Skill and ability to use standard hand tools (screw drivers, saws, hammers, shovel, pitchfork, rake, blowers, weed eaters, and walk behind mowers).
  • Ability to perform physically demanding work, including lifting, carrying, bending, kneeling, standing, and walking for extended period.
  • Ability to work outdoors in various weather conditions.
  • Ability to follow written and verbal instructions accurately.
  • Ability to perform manual labor tasks efficiently and safely.
  • Ability to work independently with minimal supervision as well as part of a team.
  • Ability to maintain regular and reliable attendance.
  • Ability to interact professionally with coworkers and members of the public.
  • Understand and adhere to safe work practices and procedures and report unsafe behaviors or hazardous conditions to a supervisor immediately.
  • Maintain a professional working relationship and positive problem-solving attitude.

Physical Requirements and Working Conditions:

  • Frequently required to stand, walk, sit, kneel, bend, or climb; use hands to finger, handle, or feel objects, tools, or controls; talk and hear.
  • Lifting requirements: up to 25 pounds frequently; 25 to 50 pounds occasionally; 50 to 100 pounds with assistance.
  • Regularly works outdoors in various weather conditions.
  • Frequently works near moving mechanical parts.
  • Occasionally works hazardous areas.
  • Occasionally exposed to traffic, fumes or airborne particles, and toxic chemicals.
  • Noise level in the work environment is usually moderate to loud
  • Required to use personal protective equipment (PPE), including gloves, safety glasses, hearing protection, high-visibility clothing, and steel-toed boots.

Minimum Qualifications:

  • High school diploma or GED equivalent; AND
  • Possession of a valid Washington State Driver's License.
  • Must be at least 18 years of age by date of hire.

Preferred Qualifications:

  • Previous experience as a Seasonal Laborer with the City of Poulsbo Public Works Department.
  • Familiarity with department work sites, tools, and procedures.
  • Demonstrated reliability and ability to work in a team-oriented environment.

Driving Requirements:

  • Must possess a valid Washington State driver's license.
  • Must maintain a driving record free from major violations that would prevent the operation of department vehicles or equipment ( major violations may include: DUI/DWI, reckless or negligent driving, excessive speeding, driving while license is suspended or revoked, hit and run, vehicular homicide or assault, etc.).
  • Ability to safely operate a vehicle in various weather and road conditions.

Safety-Sensitive Position Notice This position is designated as safety-sensitive under Washington law because the duties involve work where impairment could present a substantial risk of serious injury or death to the employee or others.

Drug Testing Requirement Employment is contingent upon successful completion of a pre-employment drug screening, which will only be conducted after a conditional offer of employment has been made. Because this is a safety-sensitive position, the City may consider drug test results in making hiring decisions, consistent with applicable law.

Criminal Background Screening This position may involve access to facilities, worksites, or environments where vulnerable adults and/or minors are present. To help ensure the safety of those individuals, employment is contingent upon successful completion of a criminal background check. Background screenings will be conducted only after a conditional offer of employment has been made and will comply with applicable laws, including the Washington Fair Chance Act. Applicants must provide consent for the background check before it is conducted.
