Maintenance Specialist V (Operations Ranger/Complex Utility Plant Operator)
Under the direction of the Park Superintendent, this position performs advanced (senior-level) construction, restoration, renovation, and maintenance work including the proper operation and maintenance of a wastewater treatment plant, wastewater utility collection, and the water distribution systems at Cooper State Park Complex. Ensures regulatory compliance of all utility operations, completion of required reports, and laboratory testing as required by the Texas Commission on Environmental Quality (TCEQ) and the Texas Parks and Wildlife Department. Performs all phases of custodial, maintenance and repairs to other park facilities, equipment, grounds, and electrical and plumbing systems utilizing equipment such as hand tools, power tools, mowers, tractors, and other machinery. Responsible for purchasing supplies and materials. Responds to emergency calls for assistance. Will supervise the work of others and act as maintenance supervisor at the South Sulphur Unit in his/her absence. Works under minimal supervision, with considerable latitude for the use of initiative and independent judgment. Performs additional duties as assigned. Complies with all Agency, Division and Branch rules, regulations and procedures.
Minimum qualifications: Education: Graduation from High School or GED. Experience: Four years of facility, equipment, grounds maintenance, or water/wastewater experience. Licensure: Must possess a valid class "C" Texas driver's license. Must possess or be able to obtain, within one year of employment, a class "D" Water license and a class "D" Wastewater license issued by the Texas Commission on Environmental Quality (TCEQ). Must possess or be able to obtain, within three years of employment, a class "C" Wastewater license issued by the Texas Commission on Environmental Quality (TCEQ). Note: Retention of position contingent upon obtaining and maintaining required license and compliance with the Texas Commission on Environmental Quality's (TCEQ) Criminal Conviction Guidelines.
Preferred qualifications: Experience working with the public. Experience working with water or wastewater treatment plants. Licensure: Valid class "C" or "D" Wastewater license and/or a valid class "D" Water license issued by the Texas Commission on Environmental Quality (TCEQ).
Knowledge, skills and abilities: Knowledge of TCEQ rules and regulations on the proper operation and performance standards for water treatment plants and Extended Aerated Wastewater Plants. Knowledge of wastewater and water testing and analysis procedures and associated reporting requirements and procedures. Knowledge of facility, equipment and ground maintenance. Skill in using MS Word, Excel and Outlook. Skill in effective verbal and written communication. Skill in providing quality customer service in a courteous and professional manner. Skill in the use of hand and power tools, mowers, trimmers, chain saws, tractors, vehicles, generators and other mechanical equipment. Skill in making independent, sound and timely decisions. Ability to repair water and wastewater systems, including the maintenance and repair of standard plumbing fixtures, valves, connections, and related materials. Ability to work as a member of a team. Ability to work independently with little or no supervision. Ability to perform manual labor including, lifting supplies and materials up to 50 lbs. Ability to conduct work activities in accordance with TPWD safety program.
Working conditions: Required to work in a public park with overnight camping and day use. Required to work 40 hours per week, includes flexible schedules with hours other than 8:00 a.m. to 5:00 p.m. and days off other than Saturdays, Sundays and holidays. Required to respond to emergency situations. Required to perform work outdoors, occasionally in adverse weather conditions. Required to perform manual labor including, lifting supplies and materials up to 50 lbs. Required to operate a State vehicle. Required to travel 5% with possible overnight stays. Must conform to TPWD dress and grooming standards, work rules and safety procedures. Non-smoking environment in State buildings and vehicles. TPWD is an equal opportunity employer.
